This document outlines procedures for obtaining special license plates in Arkansas based on different entities and their uses. The entities include Boy & Girl Scouts, Schools, Public Schools loaning vehicles, Counties and Cities, Regional Airports and Water Distribution Districts, Day Service Centers, Churches, Orphanages, and MRDDS School Buses. Each entity has specific regulations and certifications required to obtain the special plates. For instance, Boy & Girl Scouts require a certification from an officer of their organization that the vehicle will be used exclusively for scout purposes. Schools must provide proof of ownership or operation by the school district and use exclusively for school purposes. Vehicles loaned to public schools require a signature from the school district official. Counties, Cities, Regional Airports, and Water Distribution Districts need to exist to serve a public purpose and use vehicles exclusively for their business. MRDDS School Buses owned by facilities licensed by the Department of Human Services are exempt from registration and licensing fees. Church buses used for carrying members to and from church meetings and official functions are also exempt from regular vehicle license fees.
