Continuing Education Provider Complaint Referral

Form 14360 is a complaint referral form provided by the IRS for filing complaints against Continuing Education Providers (CEPs) who fail to comply with the standards and requirements outlined in Treasury Department Circular No. 230, Revenue Procedure 2012-12, and IRS CE Provider Standards. The form includes two parts: Part I for contact information regarding the CEP being referred, including name, phone number, mailing address, program name, date of alleged incident, and nature of complaint; and Part II for the complainant's contact information. The IRS will only consider complaints related to CE Providers who have failed to provide continuing education programs with materials specifically developed for instructional use, instructors with subject matter expertise, certificates of completion, or means for feedback from attendees. Complaints about fees or refund policies are not considered.
