Living Quarters Summary Expenditure Report

The document provides instructions for completing a Living Quarters Summary Expenditure Report for U.S. Government civilians and their families. The report determines Living Quartres Allowance (LQA) rates based on annual costs of suitable living quarters. Sections 072, 077, and Chapter 130 of the Department of State Standardized Regulations (DSSR) provide reporting guidelines. Reporting includes net size of quarters in square feet or square meters, number of rooms, annual rent, annual utilities expenses, and other annual allowable expenses. Employees must sign and date the report to certify completion. Instructions for submitting the report include providing net size of quarters, number of rooms, annual rent, annual utilities expenses, and other annual allowable expenses in the currency used for payment. Net space includes all usable living space on all floors, measured from wall-to-wall within each room. Employees who have resided in their quarters for less than 12 months prior to submission should estimate their annual utility costs. Annual Utilities Expenses Amount must be reported in the currency used for payment and include expenses for heat, electricity, water, and garbage and trash disposal. Employees may include garage rental, furniture rental, insurance on rented property and furnishings, taxes levied by the local government, agent's fees, apartment/condominium fees, and interest on loans from American institutions in Other Annual Allowable Expenses. The report must be submitted separately for each post. Non-Department of State locations that are not under the authority of the U.S. Mission should submit the signed original of this report to the Department of State, Office of Allowances through their parent agency's headquarters.
