Department of State Drug Testing Policy

The Department of State has a policy of zero tolerance for illegal drug use by its employees, who are responsible for complying with this policy. The Drug-Free Workplace Program (DFWP) includes policies and procedures for employee assistance, education, and identification of illegal drug use through drug testing on a carefully controlled system. All Foreign Service and Civil Service personnel considered to be serving in a 'Testing Designated Position' will be included in the random drug test program, while pre-employment drug testing is required for positions that may be designated as particularly sensitive. Employees who voluntarily identify themselves as users of illegal drugs and receive counseling or rehabilitation prior to receiving notification of a required drug test under the DFPW, and thereafter refrain from drug use, will not be subject to disciplinary action. Failure to report for a pre-employment drug test directed by the Department will preclude it from making a final offer of employment. Signing this notice acknowledges that employees understand and agree to comply with the DFWP.
