Application for Vehicle License Fee Refund

The Application for Vehicle License Fee Refund, REG 65, is used by a registered owner to request full or partial refund of the Vehicle License Fee paid on a vehicle that has been stolen and not recovered or damaged enough to be considered a total loss.

This document is a form for requesting a refund of vehicle registration fees from the California Department of Motor Vehicles (DMV). The form includes sections for individuals or companies to certify that they are now the owners of vehicles which have been either stolen and not recovered within 60 days, or totalled in a single event. In the case of theft, a police report must be attached. Sections include information about the registered owner(s), the individual or company paying for the loss of the vehicle, the date and location of the incident, and the method of mailing the refund request to DMV.
