This form is used to comply with odometer certification requirements when an odometer on a vehicle is serviced, repaired or replaced and the reading changes. If the work involves changing the odometer reading, it must be reported to the DMV within 10 days. The person who did the work must complete the form in full, sign and date it. The document outlines penalties for non-compliance with Oregon Revised Statute (ORS) 815.415 and DMV Administrative Rules. These rules state that if it is not possible to perform work on an odometer without changing the reading, the person must adjust it to zero, place a notice on the vehicle, and submit an Odometer Repair or Replacement Certification, Form 6747, to DMV. The owner or purchaser of a vehicle may bring a legal action against anyone who violates ORS 815.415. Exempt vehicles from odometer disclosure requirements include those not classified as motor vehicles, those not equipped with an odometer at the time of manufacture, model year 2010 or older motor vehicles, model year 2011 or newer motor vehicles that are at least 20 years old, new motor vehicles prior to their first retail sale, and motor vehicles with a manufacturer's gross vehicle weight rating in excess of 16,000 pounds. Snowmobiles and Class 1 all-terrain vehicles are also exempt. Unlawful repair of an odometer is considered a Class C misdemeanor.
